Josh Moulin, Senior Advisor

Josh Moulin is a consultant to CGA and is the Principal of his own cybersecurity consulting firm, Natsar, LLC. With over two decades of cybersecurity and IT experience, he has established a career of strategic leadership, collaborative engagement, and a commitment to strengthening digital security. His approach combines in-depth technical knowledge with a genuine understanding of client objectives, delivering nuanced counsel, training, and technical expertise to navigate a variety of challenges in the digital landscape.

Throughout his career, Moulin has held significant positions within national security, most recently as the Senior Vice President of Operations & Security Services at the Center for Internet Security (CIS). His executive leadership was instrumental in orchestrating vital security initiatives for the Multi-State Information Sharing and Analysis Center (MS-ISAC) and the Elections Infrastructure ISAC (EI-ISAC) providing round-the-clock cybersecurity managed detection and response, security operations, digital forensics, threat intelligence, and vulnerability management, through a partnership with the Department of Homeland Security to more than 16,000 state, local, tribal, territorial, and election organizations across the United States.

During his tenure as the CISO and CIO within the U.S. Department of Energy /  National Nuclear Security Administration at the Nevada National Security Site, Josh was responsible for global classified and unclassified IT and cybersecurity of the federal agency. He also brought his experience to Gartner, the world-renowned IT research and advisory firm, where as an Executive Partner, he supported U.S. federal and defense executives with strategic planning, leadership, cybersecurity and risk management, emerging technologies, and more.

Moulin's rich background in cybersecurity was initially forged in law enforcement, where he pioneered a regional cybercrimes task force and a digital forensics lab in response to the early challenges of digital crime. As the commander of this FBI task force, he conducted hundreds of investigations, thousands of forensic examinations, and testified as an expert in state and federal courts in cases ranging from terrorism and homicide to child exploitation and financial crimes.

Engaging with clients globally and widely acknowledged as an authority in cybersecurity, incident response, digital forensics, and risk management, Moulin holds a Master of Science Degree in Information Security and Assurance, is a graduate of Cornell University’s Executive Leadership Program, and maintains a comprehensive suite of over a dozen industry certifications, including the CISSP, CFCE, GCIA, GCFA, GSEC, GCFR, GIME, CEH, and others.
