Tirrell Stevenson is a senior law enforcement and homeland security executive with over 25 years of federal experience in public safety, counter-terrorism operations, and insider threat mitigation, specializing in the safe and secure movement of people and cargo. Tirrell’s 35-year career includes active-duty service with the United States Air Force, local and state law enforcement service with county and local police agencies, and the Transportation Security Administration providing him a broad perspective on protecting the nation’s border and transportation systems.
Most recently as Executive Assistant Administrator for TSA, Tirrell was responsible for a budget of $704 m and the management of thousands of employees assigned to over 100 locations domestically and deployed worldwide in support of security and law enforcement operations. Tirrell led the strategic transformation of Federal Air Marshal Service operations to meet the evolving threats to the transportation domain including the expansion of the Counter-Unmanned Ariel System operations, the enhanced responsive capability to Insider Threat risks, and the expansion of Counter Human Trafficking efforts throughout both aviation and surface rail domains. Tirrell has also strengthened TSA’s counter-terrorism efforts through expanded partnerships with Joint Task Forces hosted by the Federal Bureau of Investigation and Homeland Security Investigations.
Prior to this role, Tirrell served as the Deputy Executive Assistant Administrator for Law Enforcement. In this role, he served as the TSA representative to Secretary Mayorkas’ Law Enforcement Coordination Council where he established new reporting and coordination procedures regarding use of force incidents and strengthened standards to ensure investigations and discipline matters of law enforcement officers are consistent with DHS federal law enforcement agencies.
Tirrell has served in various other assignments including the Chief of Staff for the Federal Air Marshal Service, the Supervisory Air Marshal in Charge of the Atlanta Field Office, and the Assistant Federal Security Director for Law Enforcement for the Dallas Fort Worth International Airport. During this assignment, he led all TSA non-screening operations in support of the first North Texas Super Bowl held in Dallas. Tirrell enhanced partnerships with all local, state, and federal law enforcement partners and stakeholders, ensuring safe and secure travel for all attendees.
Tirrell began his career in 1988 as a Security Police Specialist in the United States Air Force. In 1995, Tirrell joined the York County Sheriff's Office as a Patrolman before joining the Newport News Police Department in 1996. In 2002 Tirrell joined the Federal Air Marshal Service, then an agency under the Department of Transportation. Tirrell was appointed to the Senior Executive Service in 2018 as the Supervisory Air Marshal in Charge of the Atlanta Field Office, then the largest field office of the agency. Tirrell has also served as the Deputy Federal Security Director of the Dallas Love Field Airport.
Tirrell is a graduate of the American University Key Leadership Institute and the TSA Senior Leadership Development Program. He holds an Associate of Arts degree from the Community College of the Air Force University.
